STI Funding in France – general information and presentation of key actors

Public Funding Agencies

The French National Research Agency (ANR – under the responsibility of the French Ministry of Education and Research) provides funding for project-based research in all fields of science - for both basic and applied research - to public research organisations and universities, as well as to private companies (including SMEs). ANR provides the scientific community with instruments and programmes promoting creativity and openness, and stimulate new ideas and partnerships, particularly between academia and industry. Reserved for French Teams in general, but foreign researchers can be associated in the proposals to a call.

The Hubert Curien Partnerships (PHC – under the responsibility of the French Ministry of Foreign Affairs and International Development) which are bilateral programmes supporting researcher’s mobility. PHCs are aimed at public and private research laboratories attached to higher education institutions, research organisations or companies. They cover all areas of science, including the social sciences. Countries concerned by this program: Algeria - Morocco – Tunisia - Egypt – Kenya -South Africa.

The Priority Solidarity Fund (under the responsibility of the French Ministry of Foreign Affairs and International Development) supports projects in the areas of democratic governance, culture, French, higher education and research.

The French Research North & South HIV- Hepatitis (ANRS – under the responsibility of the French Ministry of Education and Research and the French Ministry of Health). It supports: basic research, clinical research, vaccine research, knowledge sharing, increasing efficiency, epidemic research, public health and social sciences, pharmacovilance and more.

The Agence Française de Développement (AFD - under the responsibility of the French Ministry of Foreign Affairs and International Development) is a financial institution and the main implementing agency for France’s official development assistance to developing countries and overseas territories. It is a public industrial and commercial institution with the status of specialized financial institution.

The French Facility for Global Environment (FFEM – under the responsibility of the Ministries of: Economy; Agriculture; Foreign Affairs; Environment and Research) encourages developing countries to implement strategies, programmes and projects for sustainable development in areas relevant to global environmental protection

The National Centre for Space Studies (CNES – under the responsibility of the French Ministries of Defense and Research) is the French government space agency (administratively, a "public administration with industrial and commercial purpose"). CNES concentrates on five areas: access to space, civil applications of space, sustainable development, science and technology research and security and defence.

Research institutions with potential joint projects

The National Center for Scientific Research, or CNRS, is a public organization under the responsibility of the French Ministry of Education and Research. It is pursuing a strategy of consolidation and mutualisation on the international level, aimed at increasing the visibility of French research worldwide.

The Institut de Recherche pour le Développement (IRD) is a multidisciplinary research institute dedicated to working closely with partner countries on global development issues. It is placed under the joint supervision of the French Ministry of Research and the Ministry of Foreign Affairs and International.

CIRAD is the French agricultural research and international cooperation organization working for the sustainable development of tropical and Mediterranean regions. It’s a public industrial and commercial enterprise (EPIC) under the joint authority of the Ministry of Higher Education and Research and the Ministry of Foreign Affairs.
